Establishment of the Hong Kong Artificial Intelligence Research and Development Institute
Artificial Intelligence (AI) is at the core of accelerating the development of new quality productive forces. It not only represents a major trend in technological revolution that we must embrace, but is also a key battleground for major economies. AI has become a key industry that Hong Kong is striving to develop at full steam. To further promote the research & development (R&D) and applications of AI in Hong Kong, the 2025-26 Budget proposes the establishment of the Hong Kong Artificial Intelligence Research and Development Institute (AIRDI) to facilitate upstream R&D, midstream and downstream transformation of R&D outcomes, as well as expansion of application scenarios.
Our vision is to leverage the AIRDI to accelerate the building of a thriving AI ecosystem in Hong Kong and develop Hong Kong into an international hub for AI R&D. We endeavour to fuel innovation in key areas, attract global talent and investment, enhance Hong Kong’s international standing in the field of AI, and contribute to the advancement of innovation and technology (I&T) development both in Hong Kong and the country.
The Government is currently preparing the funding proposal to seek the approval from the Finance Committee of the Legislative Council as soon as possible. Subject to funding approval, the AIRDI is expected to come into operation officially in 2026.

Generative A.I. Sandbox
In August 2024, the Hong Kong Monetary Authority (HKMA) and Cyberport launched the GenA.I. Sandbox to assist banks in testing their innovating generative AI use cases within a risk-managed framework, supported by essential technical assistance and targeted supervisory feedback. Through the Sandbox, participating banks and technology partners will delve deeper into generative AI’s capabilities in enhancing risk management, anti-fraud measures and customer experience.
